BACKGROUND


The U.S. Coast Guard (USCG) Air Station Sacramento has identified a requirement for a vendor to support, and maintain the unit’s Closed-Circuit Television (CCTV) systems at USCG Air Station Sacramento, CA. by a Service Maintenance Agreement (SMA). The system is comprised of approximately (15) cameras of various models, approximately (39) Assa Abloy Wi-Fi locks and associated support infrastructure.


SCOPE


Work under this contract shall consist of the effort required to maintain the existing CCTV system at the USCG Air Station Sacramento located in McClellan, CA. The Contractor shall support all aspects of the installed systems with a service maintenance agreement. All work shall be completed by a technician qualified on the equipment being serviced.


​​​​​​​OBJECTIVE


Work under this contract shall consist of a service maintenance agreement to ensure critical security camera system is always maintained and fully operational at the USCG Air Station Sacramento located in McClellan, CA. The Contractor shall provide the services of a qualified technician to conduct maintenance monthly which shall consist of those maintenance procedures outlined in the equipment’s technical manuals.


​​​​​​​SPECIFIC REQUIREMENTS/TASKS


​​​​​​​TASK ONE. Scheduled System Maintenance


The Contractor shall provide the services of a qualified technician to conduct maintenance, monthly which shall consist of those maintenance procedures outlined in the equipment’s technical manuals. It is estimated that the technician will be onsite 1-3 times per month performing maintenance. The contractor shall be available by telephone, email or video conference for maintenance helpdesk-like support as prescribed herein (see section 4.4 for more details) during normal business hours. Maintenance shall include, but is not limited to, the following items:


2.1.1 Installation of system software upgrades including license.


2.1.2 Cleaning and alignment of system control equipment and imagers


2.1.3 Repair and replacement of equipment items as necessary


2.1.4 Cleaning of system monitors


2.1.5 Inspection and repair of system wiring and connectors


2.1.6 Cleaning of outside imager domes


2.1.7 Lubrication of equipment drive mechanisms


2.1.8 Cleaning of Analytics System Server and Client PC’s


2.1.9 Maintenance of solar powered site batteries and panels as applicable


2.1.10 Performance of system grooms


2.1.11 System Operational Verification Test (SOVT) to determine the operational status of the system analytics.


2.1.12 Contractor shall notify Unit Security Officer (CSO) prior to scheduling on site work. Unit CSO shall approve SMA work schedule.


2.1.13 The Contractor shall maintain good housekeeping in accordance with industry standards.


2.1.14 The Contractor shall provide identification labels for all electrical and electronic equipment and fittings installed.


2.1.15 The Contractor shall be responsible for providing compressed air, ladders, personal protective equipment, crane/forklift services/support, garbage and refuse disposal, and office space as needed.


2.1.16 The Contractor shall be responsible for relocating any equipment, furniture, ceiling tiles, or any other articles needed to complete work.


2.1.17 The Contractor shall, prior to starting work on applicable systems, notify the COR, in writing, of equipment, systems, circuits, components, piping, and valves, that require isolation so that tag-outs/lock outs can be accomplished at least one (1) week prior to commencing work.


2.1.18 The Contractor shall furnish all necessary labor, equipment, materials, staging, fittings, and tools, for proper completion of each item of work unless otherwise specified.


2.1.19 No passwords shall be changed without prior Unit Security Officer approval. Any and all passwords shall be provided to Unit Security Officer.


​​​​​​​TASK TWO. Quick Response Support (QRS)


The Contractor shall provide the services of a qualified technician to assist in the resolution of emergent operational problems related to the IP based CCTV system as directed by the Unit Security Officer (CSO). Technical assistance shall be provided within four (4) hours of a reported operational problem. Initial attempts to resolve problems may be conducted over the telephone. The Contractor shall provide on-site technical assistance within twenty-four (24) hours should the telephone technical assistance fail to resolve the reported problem.


​​​​​​​TASK THREE. Hardware/Software Updates


The Contractor shall notify the Unit Security Officer (CSO) of recent advances in technology and provide price estimates/quotes to update the CCTV system at the USCG Air Station Sacramento located in McClellan, CA which is not in the scope of 2.1 TASK (Scheduled System Maintenance). Any updates requested shall follow DHS security standards, and are approved by Unit Security Officer (CSO).
