The Mt. Olympus Improvement District is seeking qualified Construction Manager/General Contractor firms to provide pre-construction services and, if a guaranteed maximum price is agreed upon, full construction services for two interconnected projects: the UTA Trunkline A Relocation Project and the Trunkline A Resiliency Project. Although these are tracked as separate task orders for accounting purposes, the District strongly prefers that a single CM/GC firm handle both projects to ensure coordination and efficiency. Proposals must be submitted by September 2, 2026, and are governed by the RFP dated July 27, 2026, under solicitation number MTOID03-2026, with NAICS code 237310. All interested firms are required to attend a mandatory pre-proposal meeting on August 13, 2026, at 10:00 a.m. in Salt Lake City, followed by a mandatory site tour. Failure to attend either the meeting or the tour will result in automatic disqualification. Any clarifications or changes to the RFP will only be valid if issued as formal addenda through BonFire. The primary point of contact for inquiries is Giles Demke at gdemke@mtoidut.gov.

Full Description

Mt. Olympus Improvement District (District) is requesting Proposals (RFP) from qualified Construction Manager / General Contractor Services firms with the experience and expertise to provide pre-construction services and, if a guaranteed maximum price (GMP) is successfully negotiated, construction services for the Utah Transportation Authority (UTA) Trunkline A Relocation Project (Task Order #1) and Trunkline A Resiliency Project (Task Order #2). Work on the two projects is tracked under separate tasks (TO#1 & TO#2) to accommodate District accounting needs, but it is the District's preference for all improvements to be constructed under one CM/GC. This Request for Proposals (RFP) is being released to solicit pre-construction and possible construction services in accordance with the guidance set forth in the RFP.
The District will conduct a Pre-Proposal meeting for those interested in responding to the RFP. Attendance at this meeting by at least one authorized representative of each Proposer is mandatory. Failure to attend the mandatory pre-proposal meeting and sign the District’s attendance log will result in disqualification. The meeting will be held at 3932 S 500 E, Salt Lake City, UT 84107 at 10:00 a.m. local time on August 13, 2026. At this meeting, the District will offer information about the Project and the procurement process. Those who attend the Pre-Proposal meeting will have the opportunity to tour the Project site following the meeting to familiarize themselves with site conditions and constraints. Attendance at the site tour immediately following the meeting is also mandatory, and failure to attend the entire meeting and site tour will result in disqualification. Statements made during the meeting or site tour will not modify the RFP unless incorporated into a written addendum issued through BonFire.
