The Federal Bureau of Prisons is seeking market information through a Sources Sought Notice for Comprehensive Medical Services to be provided to Federal inmates at the Federal Correctional Institution in Minersville, Pennsylvania. The services encompass Inpatient Facility Services, Outpatient Facility Services, Inpatient Physician Services, Outpatient Physician Services, and Outpatient Institution Services, with estimated annual volumes of approximately 155 inpatient days and 855 outpatient visits, along with specialized on-site and telehealth consultations including ophthalmology, optometry, cardiology, dermatology, general surgery, neurology, nephrology, pulmonology, rheumatology, and urology. The anticipated contract would include a base year followed by four optional one-year renewal periods, with a total potential performance period of five years. All responses must be submitted via email to Jefferson Gregory at J2gregory@bop.gov no later than June 8, 2026, and must include completed Sources Sought Questionnaire information, including firm identification, Unique Entity ID, business size certification under NAICS code 622110 with a $47 million size standard, and socioeconomic program eligibility such as 8(a), WOSB, HUBZone, and SDVOSB. All respondents must be registered in the System for Award Management (SAM) and must understand that participation is voluntary and that no costs incurred will be reimbursed. Pricing proposals will be benchmarked against Medicare reimbursement rates, specifically the CMS-DRG Operating Federal Rate for Pennsylvania, with offerors allowed to propose a discount or premium to this benchmark. Centralized billing is mandatory, requiring consolidated invoices to be submitted within 90 calendar days of discharge or outpatient encounter using completed CMS-1500 and UB-04 forms, capped at fifty forms per invoice, with corrections resubmitted within 30 days of rejection. All personnel must pass security clearance investigations, and contractors must maintain medical liability insurance at community standard levels. No formal solicitation has been issued, and all future acquisition information will be published exclusively through sam.gov.
