The Federal Bureau of Prisons is seeking market information through a Sources Sought Notice for Comprehensive Medical Services at the Federal Correctional Institution in Salters, South Carolina, with no guarantee of a future solicitation or contract award. The requirement encompasses a broad spectrum of healthcare services including Inpatient and Outpatient Facility and Physician Services, Long Term Acute Care, Telehealth Services, and Outpatient Institution Services, with estimated annual volumes of 275 inpatient days, 1,325 outpatient visits, and 245 LTAC inpatient days, alongside specific consultations such as 80 cardiologist visits, 65 rheumatology consultations, and 40 endocrinology visits. The contract, if awarded, would have a base year followed by four one-year option periods, with performance beginning after security clearance investigations, which may take 30 days or longer. All contractors must be registered in the SAM database and possess a Unique Entity ID, and service providers will be required to undergo rigorous security vetting. Pricing must be benchmarked against Medicare reimbursement rates, with offerors permitted to propose discounts or premiums to those rates, and contract rates will not be reduced for deductibles or copayments. Billing must be centralized through a system that submits consolidated invoices within 90 days of an encounter or discharge, using CMS-1500 and UB-04 forms, limited to no more than fifty forms per invoice, with late or incorrect submissions considered performance deficiencies and subject to correction within 30 days. The contractor is also required to maintain medical liability insurance at the community standard level for hospital services.
