MCMG Operational Improvements, Strategic Planning, and Support Centers for Medicare and Medicaid Services (CMS) Introduction: This SOURCES SOUGHT NOTICE is to determine the availability of certified Small Business Administration (SBA) 8(a) contractors that can provide support services to the Medicare Contractor Management Group (MCMG) in areas relating to the procurement needs assessment, implementation, administration and performance assessment of all Fee-For-Service (FFS) claims processing contractors. This support requires a special focus on the Medicare Administrative Contractors (MACs). The contractor will perform activities associated with the analysis, documentation of, and improvement plans for the current and future program design. The information from this market research will help CMS plan its acquisition strategy. Please be sure to indicate if you have a GSA schedule contract or a contract on GSA 8(a) STARS. THIS IS STRICTLY MARKET RESEARCH. CMS WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND The Medicare Modernization Act (MMA) of 2003 (Public Law 108-173) enhanced the mission of the Centers for Medicare & Medicaid Services to foster excellence in the design and administration of CMS's programs through the authorization of changes in CMS's contracting authority for critical functions related to reimbursement of medical providers for services rendered under the original FFS Medicare program. Many of Congress's mandates for the extensive overhaul of Medicare's administrative structure are contained in Sections 911 and 912 of the MMA, collectively known as "Medicare contracting reform." When implementation is complete, the FFS Medicare claims administration operations now carried out by the fiscal intermediaries and carriers will be performed by Medicare Administrative Contractors (MACs). The transition of claims processing operations to the MACs must be completed by October 2011. CMS's Medicare Contractor Management Group (MCMG) is responsible for both the management of the current FFS contractors and the acquisition, implementation, and management of the MACs. As the transition to MACs moves from initial contract acquisition through implementation and administration, MCMG has a greater need to develop and manage standard processes, policies, information delivery, and communications related to the technical review of the program administration structure. Program administration areas include procurement needs assessment, implementation, administration and performance assessment. The purpose of this effort is to obtain support services to perform activities associated with the analysis and documentation of current and future MCMG program design, as well as to identify areas for process improvement. The results of this project will ensure the following outcomes in MCMG: - Program administration technical review knowledge will be retained and transferable. - Documentation of business processes will be current and reflective of actual processes in use. - Consistent and predictable processes and expectations among program stakeholders will ensure effective and efficient program administration. - Critical and high value business priorities in need of optimization will be identified. - High value improvement initiatives will be implemented successfully. This project is anticipated to be performed during a 12-month period with one 12-month option period. The level of effort is estimated to be approximately 1900-2000 labor hours during the base year and approximately 900-1000 labor hours during the option year.
