CNG SUPPLY SERVICES - REPLACES MS26-005

Rock Region METRO is soliciting bids under Invitation for Bid MS26-010 for natural gas supply services to support transit operations at its CNG Fueling Station located at 901 Maple Street, North Little Rock, Arkansas. The contract requires the delivery of natural gas with an average daily requirement of approximately 120 MMBtu, with base pricing tied to the Inside FERC Gas Market - CEGT East. The minimum contract term is twelve months, commencing December 1, 2026. Bidders may also propose an optional Renewable Natural Gas (RNG) and Renewable Identification Number (RIN) program. The award will be granted to the qualified firm offering the best value, with evaluation focusing on the proposed rate and the anticipated net cost after any guaranteed RNG/RIN credits. To be considered responsive, bidders must submit a Proposer Questionnaire, a Price Proposal Form, and several mandatory certifications regarding lobbying, debarment, and business ethics. Additionally, bidders must provide their own proposed contract form for negotiation. Required insurance includes Commercial General Liability of at least 3 million dollars per occurrence, 1 million dollars in Workers Compensation, and standalone Pollution Legal Liability insurance. All bids must be submitted electronically via the ProcureWare system by the specified deadline.
