Solicitation # RFQ199445
The City of Palo Alto Utilities is seeking a contractor under RFQ199445 to refurbish the existing TLH-21 On Load Tap Changer (OLTC) on an Allis Chalmers 15MVA transformer at the Adobe Creek Electric Substation (AC-21). This project is critical to mitigating reliability risks for customers served by the Adobe Creek, Colorado, and Maybell substations, as the current transformer is offline due to mechanical failures and oil migration issues. This solicitation concerns Project QUUG 10-1049, the CNS Alternate Transformer Substation at Moron Air Base, Spain. The project is estimated between $1,000,000 and $5,000,000 USD and will be governed by extensive requirements, including compliance with Spanish codes, laws, and standards, notably those of the Spanish Electrical Distribution company, Endesa Distribucion. Updates to the documentation and design are expected to reflect recommendations from Endesa, with certain items being executed directly by Endesa but remaining within the overall project scope. All prospective contractors must be authorized, registered, and licensed to perform government construction projects in Spain and must adhere to both Spanish and US defense agreement requirements. Use of Spanish materials, labor, and equipment is required whenever feasible. Key recent amendments specify corrections to the Questions & Answers document, especially relating to the construction cost estimate for Endesa works, which must be filled out as 194,374.81 EUR (IVA included). The bid due date was extended to 20 August 2025 at 10:00 am local time (CEST) in an earlier amendment, and no further extensions are anticipated due to funding and fiscal year constraints. All terms and conditions except those explicitly amended remain unchanged. The site visit is scheduled for 15 July 2025 at 10:00 am, and attendance requires RSVP and, if necessary, arrangements for base access. Contractors must request certain large attachments via email. Bids must be valid through 31 December 2025 due to funding uncertainties, and the government may cancel the solicitation without obligation at any time. Only local Spanish sources will be considered. AMENDMENT 6: The purpose of this amendment is to correct an error on the Questions and Answers document. Prospective contractors should direct their attention to Question #5 and Answer #6. Bottom line up front, prospective contracts shall submit their Construction Cost Estimate Breakdown with line item #102 (Endesa works) filled out with a total of 194,374.81 EUR (IVA included). All other terms and conditions of this solicitation remain unchanged. AMENDMENT 5: The purpose of this amendment is to provide the final version of the amended documents following the changes mandated by the Spanish Electrical Distribution company, Endesa Distribucion. The following documents will be added: 1. AMD 5 - Drawings - Basic Package 2. AMD 5 - English Specifications 3. AMD 5 - Especificaciones Espanol 4. AMD 5 - Summary of Amd 5 Changes Please request for the files via email to the Construction team POCs. The bid due date will not be extended due to the risk of funds availability and the timeframe in relation to the end of FY25. All other terms and conditions of this solicitation remain unchanged. AMENDMENT 4: The purpose of this amendment is to provide the Questions and Answers submitted by contractors for this solicitation. Please refer to the attachments section for the Q&A document. All other terms and conditions of this solicitation remain unchanged. AMENDMENT 3: The purpose of this amendment is to extend the bid due date to 20 August 2025 at 10:00 am local time (CEST). All other terms and conditions of this solicitation remain unchanged. AMENDMENT 2: The purpose of this amendment is to notify prospective contractors of a few updated attachments: 4. English Specifications - AMD 1 5. Especificaciones Espanol - AMD 1 6. Construction Cost Estimate Breakdown BLANK - AMD 1 All other terms and conditions of this solicitation remain unchanged. AMENDMENT 1: The site visit date and time have been updated to 15 July 2025 at 10:00 am local time (CEST). Additionally, the following changes are anticipated due to mandatory design changes initiated by the Spanish Electrical Distribution company, Endesa Distribucion: 1. The projected electrical utilities are in the 50 Hz side of the Moron AB electrical system and they will be electrically connected to the Spanish distribution grid. As a result, the Spanish codes, rules and procedures are mandatory in this project. 2. The electrical distribution grid company, where these utilities will be connected to, belongs to Endesa Distribucion (EDE), that has their own standards that are also mandatory in this project, and are subject by review and approval by EDE technical personnel. 3. EDE's review is taking place in these days, so it is expected that minor changes will occur in project drawings and specifications as a result of EDE's recommendations. These recommendations are not expected to increase/decrease the scope of the project, but they will mainly be associated to parts of the installation being installed by either the Contractor or by EDE with their own means (whose cost will remain under the project in any case, since the Contractor will have to arrange with EDE the coordination, execution of works and commissioning of all utilities). 4. The design includes all necessary installations and utilities for the new 5 MVA transformer bay, being a comprehensive solution. Possible changes to the design, as mentioned above, will mainly drive to items being deleted from the drawings/specs since they will be executed by EDE and not by the Contractor, but will be indeed executed within the project anyways. As a result of the above, please expect some of the project documents to change. The updated documents will be made available as soon as we receive them. Any extensions to this solicitation will be considered after receipt of the updated documents. Project QUUG 10-1049, CNS Alternate Transformer Substation, Moron Air Base, Spain. The magnitude of this project is between $1,000,000 and $5,000,000 U.S. Dollars. This is furnished for the convenience of prospective contractors. The actual extent of work requirements will be governed by the specifications and drawings. See section L for complete information regarding referenced project. Offers will be evaluated according to the criteria in Section M, Evaluation criteria for award. A pre-proposal Conference / Site Visit will be held 15 July 2025, 10:00 hours local time, in the Contracting Conference room, bldg 106. Please RSVP via email at least 24 hours prior to the site visit. Unless you have access to Moron Air Base, you will need an escort. If you require an escort, please request access via email at least 72 hours prior to the site visit. Questions in regards to this solicitation must be submitted via email no later than 23 July 2025. Bids must be received no later than 10:00 hours local time on 6 August 2025. Bids submitted by facsimile will NOT be accepted. Please ensure bids adhere to all requirements found in Section L of this solicitation. Nonconforming bids will not be accepted or evaluated. Due to file size constraints, interested contractors must request one attachment, 1. Drawings - Basic Package. The Contracting POCs are: Ms. Elia Portz: elia.portz_cueli.1.es@us.af.mil TSgt Augustus Shinn: augustus.shinn@us.af.mil SrA Ryan Kulpa: ryan.kulpa@us.af.mil In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law.
