Co-Occurring Substance Use and Mental Health Disorders Community-Based Support Groups in Washington County

Washington County Health and Human Services, Behavioral Health Division, Addictions Program, is seeking a qualified provider to deliver community-based support groups for residents with co-occurring substance use and mental health disorders. The contract period runs from July 1, 2027, to June 30, 2032, with annual terms and a five-year renewal option. The selected provider must serve at least 1,000 participants annually and conduct a minimum of five support groups per week across all major population centers and rural locations within Washington County. A critical requirement is that these groups and associated trainings must be led by individuals with lived experience in substance use and mental health disorders. To qualify, providers must have at least two years of experience working with Washington County residents with problematic substance use and mental health disorders, as well as two years of experience providing evidence-based co-occurring groups in the county. Compliance with 42 CFR Part 2 and all applicable Oregon Administrative Rules is mandatory. Providers must maintain comprehensive insurance coverage, including General Liability, Professional Liability, Cyber-Security, and Sexual Abuse and Molestation Liability. The procurement process begins with a Letter of Interest, with a submission deadline of October 9, 2026, and may transition into a formal Request for Proposal process if necessary.
