Stony Brook University Hospital plans to acquire cochlear implants, processors, and related products manufactured by Cochlear Americas, with a procurement limit of up to $125,000 under its discretionary authority as permitted by NYS Education Law §355(5)(A). Unlike typical bidding processes, no sealed bid will be conducted; interested vendors must contact the designated campus representative within 15 business days of the advertisement notice to submit a proposal. The procurement is governed by NYS Finance Law §139 j&k, also known as the Lobbying Law, which restricts communication to the designated contact person to ensure compliance, with non-compliance potentially resulting in contract denial or debarment from state agency sales. Vendors are also required to complete various responsibility and compliance documentation, including NYS Tax Law and Workers’ Compensation forms. The contract is set to be executed in Suffolk County at SUNY Stony Brook University Hospital, with a response deadline of February 3, 2025, and the contract duration to be determined. The procurement is not set aside for service-disabled veteran-owned businesses. The products have previously been purchased from an out-of-state vendor within the past three years, and Cochlear Americas has been involved in similar contracts over the past five years. The solicitation is part of the State University of New York’s efforts to procure specialized medical devices within the NAICS code 339113, with a designated procurement officer available for inquiries via email and phone.
