CODE BLUE EMERGENCY “WARMING CENTER” DURING THE WINTER MONTHS FOR A TWO (2) YEAR PERIOD

The City of Camden is soliciting proposals through solicitation RE-BID 26-14 to establish contracts with up to five eligible homeless serving organizations or local businesses to provide emergency Code Blue warming centers. This two-year contract covers the winter months for the 2026/2027 and 2027/2028 seasons, specifically from November 1, 2026, to October 31, 2028. The services are provided on an as-needed basis, with the City estimating approximately 125 Code Blue designations per season. Warming centers are defined as facilities operated to shelter the homeless from the elements for specified durations within a 24-hour period, with suggested operating hours of 7:00 pm to 7:00 am, seven days a week. Selected vendors must adhere to strict operational, safety, and legal requirements. Facilities must provide accessible restrooms, allow for prescribed medication, maintain a non-smoking environment, and ensure safety through fire extinguishers spaced no more than 75 feet apart and posted emergency contact information. Compliance with the New Jersey Prevailing Wage Act, the Americans with Disabilities Act, and various state building and fire codes is mandatory. Bidders are required to submit several documents via the Bids&Tenders portal, including a Statement of Ownership Disclosure, a Non-Collusion Affidavit, and a Warming Center Facility Assessment. The contract will be awarded to the lowest responsive and responsible bidder, and successful contractors must provide a digital bid bond of 10% (capped at $20,000) along with performance and payment bonds.
