CodeBeamer Software and Maintenance Subscription-Sole Source

This is a combined synopsis/solicitation, Solicitation number AG-3144-DK-12-0010, for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation is issued as a request for quotations. This document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-58, effective May 18, 2012. The Government intends to award a sole-source, firm-fixed price procurement under FAR Part 12.203 to Nancy Chou Marketing Consultants to provide 20 CodeBeamer ALM Licenses to include 20 units of subscription maintenance and 57 renewal subscription maintenance for existing licenses. See attached Justification/Approval permitting for other than full and open competition. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), the Government will negotiate directly with Nancy Chou Marketing Consultants. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination not to compete this requirement is within the discretion of the Government. All responsible sources may submit a written capability statement, proposal, or quotation, which shall be considered by the agency. The anticipated award date is 12 July 2012, with a period of performance of date of award out one year.
