Coffee Shop Concessionaire

1. The 902d Contracting Squadron, Randolph AFB, TX, is seeking person(s) to operate a Coffee Shop Concessionaire on Randolph AFB in accordance with the attached Statement of Work (SOW). This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number JBSAF110520098R is issued as a Request for Quotation (RFQ). This requirement is unrestricted, any size business may apply. The associated North American Industry Classification System (NAICS) code is 722213 with a size standard of $7,000,000.00. This combined synopsis/solicitation is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any cost incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. 2. The Clauses, General and Special Provisions, Articles (Concessionaire Contract), Wage Determination, Statement of Work, and Price Schedule applicable to this RFQ and the resultant contract are attached. Specific Requirements: Operate a Coffee Shop inside the entrance foyer of the Base Library in accordance with the attached Statement of Work (SOW) for a period beginning on or about 15 June 2012 through 14 June 2013 with four (4) possible extensions/option years. Note: Average library patronage is 250 customers per day however this is not necessarily reflective of coffee shop patronage. Coffee shop average monthly sales are estimated between $3,000-$3,300.00 and there is at least one other coffee shop operation on the base. 4. The Concessionaire will pay the customer - the Non-Appropriated Fund Instrumentality (NAFI) - a predetermined monthly fee (minimum $100.00) to be entered on the attached Price Schedule. The greatest fee amount proposed will determine the awardee of subject concession. 5. Interested parties capable of meeting this requirement MUST submit a written quote to include the company or individual name, complete address and phone number, tax identification number (TIN), and DUNS and CAGE code, if applicable. Oral quotes will not be accepted. All responses that meet the criteria contained within this announcement will be considered.
