Coherent Laser Measurement Systems

The Naval Surface Warfare Center Carderock Division is seeking two Continuous Wave Single Longitudinal Mode (VTLA) laser systems and a 210 Watt Thermoelectric Chiller from Coherent Inc. to replace components in an existing government-owned Laser Doppler Velocimetry system used for propulsor inflow measurements at the David Taylor Model Basin in support of the BBG(X) program. This requirement is being solicited on a brand-name basis under FAR 6.302-1(a)(2)(ii) because Coherent equipment is the only compatible replacement, with no viable alternatives that can integrate with the current system without extensive reengineering. The solicitation is a total small business set-aside under FAR 19.5, restricted to small businesses as defined by the NAICS code 334513, with a size standard of 750 employees. The contract will be awarded on a firm-fixed-price basis using Simplified Acquisition Procedures to the technically acceptable offeror submitting the lowest evaluated price. Evaluation is strictly pass/fail on technical compliance with the specified salient characteristics, and award will be based on price reasonableness and past performance for the lowest-priced acceptable offeror. The required items include the Genesis MX488-1000 SLM OPS Laser-Diode System, the Genesis MX514-1000 SLM OPS Laser-Diode System, and the associated 210 Watt Thermoelectric Chiller, all with assigned internal numbers, and an international trade surcharge line item. Delivery is due by August 28, 2026, to Building 143 at Carderock’s Bethesda, Maryland location during business hours Monday through Friday, 0800 to 1430, with no deliveries accepted on weekends or federal holidays. The contractor must comply with numerous FAR and DFARS clauses, including NIST SP 800-171 cybersecurity requirements, safeguarding of covered information systems, prohibition of hexavalent chromium, compliance with Buy American provisions, and representations related to small business status, labor practices, and trafficking in persons.
