Knowledge Management Officer Qualification (KMOQ) Distance Learning Course ModernizationThe United States Marine Corps, through Headquarters Marine Corps Deputy Commandant for Information, is seeking market input to modernize its Apprentice-Level Knowledge Management Officer Qualification (KMOQ) distance learning course, originally based on the 2021 Information Management Officer Qualification (IMOQ) curriculum. This Request for Information is aimed at identifying capable vendors, particularly small and socioeconomically disadvantaged businesses, to redesign and deploy an updated course aligned with the 8055 Military Occupational Specialty Training and Readiness standards. The effort spans an 18-month period divided into two phases: a six-month base period for auditing legacy material, mapping Knowledge, Skills, and Abilities to current standards, and designing the new curriculum architecture; followed by a twelve-month option period for developing interactive eLearning content using tools like Articulate 360 or Adobe Captivate, conducting iterative testing, and deploying the final SCORM 2004 v.3-compliant course onto MarineNet with full transfer of uncompiled source files and unlimited rights to the Government. The contract type will be Firm-Fixed Price, and no classified access is required. Respondents are expected to demonstrate proven experience developing DoD training programs for Navy and Marine Corps learning management systems, especially with SCORM packaging and MarineNet deployment. Technical submissions must detail past work satisfying military training standards, software capabilities, and subject matter expertise in Knowledge Management and Knowledge Engineering within modern command and control frameworks. In addition to technical capability statements, responders must provide administrative details including company size, socioeconomic status, active contract vehicles, and concurrence or recommendations on the assigned NAICS 611430 and PSC U008 codes. The Government is also requesting Rough Order of Magnitude cost estimates for both phases, along with feedback on the realism of the schedule, risks under a Firm-Fixed Price structure, and the potential applicability of commercial-off-the-shelf solutions. All responses must be submitted as a single document of no more than five pages by 10:00 AM EDT on July 28, 2026, to the designated point of contact. This RFI is strictly for market research and does not obligate the Government to issue a solicitation or award a contract.

Confined Space Rescue TrainingThis contract solicitation, identified as N66604-26-Q-0342, seeks a qualified small business to provide Confined Space Rescue Training for the Naval Station Newport Fire Department under a Firm-Fixed-Price, single purchase order awarded on a Lowest Price, Technically Acceptable basis. The scope includes delivering 32 hours of Rope Rescue training and 48 hours of Confined Space Search and Rescue training for up to sixteen students, with all instruction, materials, equipment, and documentation provided by the contractor. Training must align with NFPA 1006 and OSHA 29 CFR 1910.146 standards, as well as DoD and Navy safety directives, and performance is required on-site at Newport Station, Rhode Island. The period of performance extends from the date of award through September 30, 2026. In addition to practical training, the contractor shall facilitate ProBoard Certification for confined space rescue, where the government clarifies that the training provider need not be ProBoard-accredited but must arrange for third-party ProBoard-accredited entities to conduct the final written and practical testing; the government will not serve as the accrediting body. Instructor qualifications are strictly defined, requiring resumes and technician-level certifications in relevant fields including rope rescue, hazardous materials, fire and emergency services, and law enforcement. The procurement is a total small business set-aside under NAICS code 611430 with a $15 million size standard, requiring offerors to maintain active registration in the System for Award Management and provide their CAGE code and Unique Entity Identifier. Proposals must include a Firm-Fixed-Price quote for each of the three CLINs without partial submissions, along with detailed instructor credentials and a 60-day quote validity period. Technical acceptability is determined by meeting mandatory criteria on pricing, instructor qualifications, and past performance, with any negative data in CPARS/SPRS rendering a proposal unacceptable. The contract imposes stringent security requirements aligned with NISPOM, DD Form 254, and 32 CFR Part 117, including safeguarding Controlled Unclassified Information, mandatory OPSEC program implementation, and immediate reporting of security incidents to designated government authorities via the contractor’s Facility Security Officer. All deliverables must comply with DoD cyber standards including NIST SP 800-171, and payment will be processed through Wide Area Workflow. Responses are to be submitted electronically by the deadline
