Contractors must hold or demonstrate the capability to obtain a Secret facility clearance and secure access to a Sensitive Compartmented Information Facility to handle classified information under a DD Form 254. Participation also requires certification through the Defense Logistics Information Services to access Controlled Unclassified Information within the System for Award Management. All entities, whether new or renewing registrations, must submit an original, signed, notarized letter identifying their authorized Entity Administrator linked to their DUNS number to activate or maintain an Active SAM status—failure to do so will disqualify eligibility for award. Potential offerors are encouraged to begin the SAM registration or renewal process early due to extended processing times.
