Full Description
The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on full and open competitive basis: this effort is to provide research, development, testing and evaluation (RDTE), for the development and fielding of Development and Fielding of Intelligence Exploitation and Targeting Systems (IETS) systems/prototypes related to future systems or the sustainment of deployed systems. This requirement will focus on the continued delivery and fielding of IETS that are based upon or derived from the Common Geo-Positioning (CGS) package of software and related hardware components deployed in the Distributed Common Ground System Navy (DCGS) family of Programs by the Army, the Air Force, DCGS-N and the Marines Corps as well as in intelligence training centers operated by each of the Services and operational installations worldwide. IETS requirements are also applicable to similar systems deployed by Naval Air Systems Command (NAVAIR) Program Manager for Acquisition (PMA) organizations (i.e., Precision Strike Weapons Program Office (PMA-201), Program Manager Air (PMA-265), Strike Planning and Execution Systems (PMA-281) and Maritime Patrol and Reconnaissance Aircraft program office (PMA-290)) and NGA systems deployed in Combatant Command operations centers and Joint Intelligence or Analysis Centers.

A DD Form 254 Contract Security Classification Specification shall apply to this requirement, and the prime contractor shall have or demonstrate ability to obtain a "Secret" Facility Clearance. Requires the ability to obtain a SCIF “Sensitive Compartmented Information Facility” clearance.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
