Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.

NASA's Johnson Space Center is seeking a specialized contractor to provide cold stowage powered lockers designed for the International Space Station, ensuring a controlled temperature environment for scientific samples. The contract aims to deliver flight-ready hardware that supports ongoing utilization of the ISS, including maintaining existing hardware such as Polar, Glacier, Iceberg, Cryo-Chiller, and Glovebox Freezers, as well as supporting real-time operations and flight integration activities throughout the ISS's operational life. The agency plans to issue a sole source task order to the University of Alabama at Birmingham, which has been the exclusive developer and provider of ISS cold stowage hardware since 2021, under the authority of FAR 16.505(b)(2)(i)(B). This decision is based on UAB’s unique capability and extensive experience in developing and sustaining the hardware necessary for cold storage on the ISS. Interested organizations are invited to submit their capabilities and qualifications electronically by April 4, 2025, for consideration of whether the acquisition will be competed or awarded on a sole source basis. The evaluation of submissions will determine the government's approach, with the possibility of full and open competition remaining at its discretion. The contract emphasizes the importance of maintaining and supporting existing hardware and operations critical to the ISS’s scientific objectives. The procurement is managed by NASA Johnson Space Center in Houston, Texas, and includes provisions for an ombudsman to address concerns related to the acquisition process.
