The Minnesota State Colleges and Universities System has issued a single-source award notice, solicitation number SRC-BSU-2026-000467-Single, for the procurement of GPS collar transmitters. These devices will support a collaborative wildlife research project between Bemidji State University and the Fond du Lac Band of Lake Superior Chippewa, specifically for tracking white-tailed deer on the Fond du Lac Reservation. The procurement is designated as a single-source award to Vectronic Aerospace Inc., as they are the only manufacturer producing GPS collars suitable for neonate cervids. The selection of Vectronic Aerospace Inc. is further justified by the need for technical interoperability with existing and future elk research initiatives in Minnesota. Utilizing the same vendor ensures compatibility across telemetry receivers, transmitter applicators, and programming software, thereby preventing equipment redundancies and ensuring data consistency across multiple projects. The solicitation was posted on August 13, 2025, with a response deadline of August 27, 2025. Payment terms are established as Net 30, and the primary point of contact for the procurement is Gina Walkup at Bemidji State University.

Full Description

This is a single source posting notification; there are no solicitation documents. This single source request is for the purchase of GPS collar transmitters to be used on collaborative research project between Bemidji State University and the Fond du Lac Band of Lake Superior Chippewa. The project will use the GPS collars on white-tailed deer on the Fond du Lac Reservation. Vectronic Aerospace Inc. is the only vendor who manufactures GPS collars for neonate (newborn) cervids, a necessary requirement for the objectives of this research. Furthermore, the project is designed to collaborate with on-going and future elk research within Minnesota and the Reservation which currently use, or will require, products from Vectronic Aerospace Inc. Use of compatible GPS products will prevent redundancies in other equipment and software (e.g., telemetry receivers, transmitter applicators, equipment and software to program transmitters) and will also ensure the necessary data compatibility between multiple ongoing and future collaborative projects. For this reason, this renewal has been deemed a single source due to the inability to receive mandatory support from a 3rd party vendor.
