The Tohopekaliga Water Authority is seeking contractor services through solicitation IFB-25-041 to support its comprehensive collection system management efforts. The authority maintains approximately 1,346 miles of gravity sewer infrastructure within its service area in Florida and has developed a tiered Collection System Action Plan aimed at reducing inflow and infiltration (I&I). This plan begins with desktop analysis to identify lift stations with excessive wet-weather runtimes, followed by targeted inflow abatement activities such as smoke testing, flow monitoring, and CCTV inspections to pinpoint deficiencies. The scope of work includes cleaning and inspecting around 150,000 linear feet of sewer lines annually, with a focus on high-traffic or high-flow areas, and may involve work in locations requiring maintenance of traffic (MOT). Contractors may be tasked with either or both sewer cleaning and CCTV inspection services, depending on the authority’s needs. The contract size is estimated between $500,000 and $2,000,000, with the services primarily intended for heavy debris, large diameter mains, and challenging locations. The procurement process emphasizes adherence to approved materials and manufacturers, as outlined in related documentation, ensuring quality and compatibility with existing infrastructure. The solicitation emphasizes technical compliance, bid submission requirements, and the flexibility to tailor services to specific project conditions, supporting Toho’s ongoing efforts to maintain a reliable and efficient sewer collection system while addressing inflow and infiltration challenges. The deadline for bid submissions is October 23, 2025, and interested parties can access further details through the provided online link.

Tohopekaliga Water Authority (Toho) maintains approximately 1,346 miles of gravity sewer within its service area. Toho’s Collection System Action Plan calls for a tiered approach to identify and reduce the Inflow and Infiltration (I&I) that enters the collection system. This tiered approach starts with desktop analysis to identify lift station areas with excessive wet-weather runtimes. An inflow abatement program is initiated annually to address the areas with excessive runtime. Included in this abatement program are smoke testing and flow monitoring to identify potential deficiencies attributing to the I&I identifying scope for CCTV follow up. In addition to the Collection System Action Plan, scope may be driven by high consequence locations or road projects. Toho is seeking to augment its own sewer cleaning and inspection capability with contractor services. These services would include EITHER OR BOTH sewer cleaning and sewer inspection services. Contracted services would primarily be used in heavy debris, high flow, and larger diameter mains or for collection system located in areas requiring maintenance of traffic (MOT) for cleaning or inspection work. The annual condition assessment program scope will include approximately 150,000 linear feet. of collection system. Of this scope approximately 1/3 may be designated as high traffic or high flow. Note that the contractor may be directed to only clean, only CCTV or both clean and CCTV gravity sewer based on the owner’s needs.
