NOTICE OF REQUEST FOR PROPOSALS CITY OF COLUMBUS, INDIANA CACS-26-02 Columbus Animal Care Services – Kennel & Veterinary Equipment Notice is hereby given that Sealed Proposals for Columbus (IN) Animal Care Services Kennel & Veterinary Equipment (the “Services”) will be received by the City of Columbus, Indiana (the “City”), until September 8th, 2026 . Proposals will only be accepted through the electronic bidding system, Ion Wave Technologies. All responses are due prior to the published closing date and time. No mailed, emailed, faxed, hand delivered or late responses will be accepted. To register with Ion Wave, view current City of Columbus bid events, submit a proposal, or view plan holders, please visit https://columbusin.ionwave.net/ The Proposals will be publicly unsealed at the meeting of the Board of Public Works and Safety in the Council Chambers of Columbus City Hall and then taken under advisement. In general, the Services outlined in the RFP consist of kennel (canine and feline) and veterinary care equipment required to furnish Columbus’ new Animal Care Services facility, currently under construction. The Services include the procurement and installation the equipment to enable operations at the new facility. Proposals are required to include a Bid based on the Contract and Specifications as set forth in the RFP Documents but may also propose alternative contract terms and specifications for the Services. Any such alternative proposals should include a statement of the impact of each proposed alternative on the price. Proposals shall meet all submittal requirements as provided in the RFP Documents. Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids, but no Proposer shall withdraw its Bid within one hundred eight (180) days after the actual opening of the Bids. A one hundred percent (100%) performance and payment bond will be required of the successful bidder. It is intended that actual construction of all work divisions shall be started as soon as practicable, and each bidder shall be prepared to enter promptly into a construction contract, furnish a performance bond, furnish a certificate of insurance, and begin work without delay. At the City’s discretion, to further assist in its evaluation, one or more responding Offerors may be requested to participate in discussions or negotiations. The City may accept any Bid as submitted, or alternatively may negotiate with Offerors on the scope of services, specifications, contract terms, or any other aspect of the RFP. The City reserves the right to reject and/or cancel any and all Bids or Proposals, and/or to waive any informalities, solicitations and/or offers in whole or in part as specified in the solicitation when it is not in the best interests of the governmental body as determined by the purchasing agency in accordance with IC 5-22-18-2. The City of Columbus exclusively uses Ion Wave for the notification and dissemination of all solicitations. The receipt of solicitations through any other means may result in the receipt of incomplete specifications and/or addendums, which could ultimately render the bid/proposal non-compliant.
