Colusa County 2025 Regional Transportation Plan

The Colusa County 2025 Regional Transportation Plan serves as a comprehensive 20-year blueprint to guide transportation investments across the entire county through 2045. Managed by the Colusa County Transportation Commission, the plan focuses on system preservation, capacity enhancement, safety, and multimodal improvements. It is designed to be financially constrained to anticipated revenues and adheres to the Caltrans 2024 Regional Transportation Plan Guidelines and Government Code 65080. The plan identifies both short-term improvements for the first ten years and long-term goals for the subsequent decade, incorporating program-level outcome-based performance measures and maintaining alignment with the Regional and Interregional Transportation Improvement Programs. The project underwent an environmental review process under CEQA, resulting in a Negative Declaration and a Notice of Determination signed on November 21, 2025, confirming no significant environmental effects. Throughout the planning process, the county coordinated with agencies such as the California Department of Fish and Wildlife and the Central Valley Regional Water Quality Control Board to address biological resources and water quality permitting. Additionally, the plan ensures compliance with Title VI of the Civil Rights Act of 1964 to provide equitable access to the planning process. Administrative oversight is provided by Director Colt Esenwein, with consulting support from Green DOT Transportation Solutions.
