Combat Air Forces Continuum Flight Training Support

The HQ Air Combat Command Acquisition Management and Integration Center is seeking innovative Contractor-Owned, Government-Operated (COGO) Fee-for-Service training solutions to increase flight sortie generation capacity and maintain combat mission readiness for fighter pilots and aircrew. This effort aims to enhance the Pilot Training Continuum through a phased approach, providing supplemental flight sorties to operational units and expanding the continuum over the contract lifecycle. The government intends to award one or more Commercial IDIQ contracts utilizing a hybrid pricing model consisting of fixed monthly aircraft availability, variable per-sortie execution rates, and reimbursable aviation fuel costs. The acquisition follows a streamlined three-phase gated selection process. Phase 1 evaluates the suitability of COGO aircraft and the offeror's ability to access them. Phase 2 focuses on technical and operational capabilities, including DCMA 8210.1D compliance and the ability to meet aircraft delivery thresholds by the end of FY28, specifically Tier 1 requiring six or more aircraft or Tier 2 requiring two aircraft. Phase 3 evaluates price, affordability, and commercial terms. Performance will be phased across various locations, including Nellis AFB for tactics development and other primary operational fighter bases such as Shaw, Hill, Langley, and Tyndall AFBs. Personnel requirements include baseline Tier-1 clearance, with potential increases to Tier-3 or Top Secret/SCI for specific roles.
