The contract pertains to the organizational restructuring within the U.S. Department of Transportation, where the Research and Special Programs Administration (RSPA) is being succeeded by two new entities: the Research and Innovative Technology Administration (RITA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA). This transition was authorized by the Norman Y. Mineta Research and Special Programs Improvement Act signed in November 2004. The contracting responsibilities are being realigned accordingly, with the Volpe National Transportation Systems Center in Cambridge, MA, designated to serve as the contracting office for RITA, while the former RSPA headquarters contracting office assumes contracting duties for PHMSA. The Bureau of Transportation Statistics, now under RITA, will continue to receive procurement support from the Office of the Secretary of Transportation’s contracting office. The contract reference also includes administrative details related to a solicitation titled "Combined Federal Campaign of Eastern Massachusetts," posted in early 2004, managed by the Department of Transportation's System Center located in Cambridge, MA. Although specific procurement or solicitation details such as type, set-aside status, or NAICS codes are not provided, the contracting activities are centralized within established offices following the RSPA reorganization. Additional information and updates regarding the restructuring are accessible through a specified Department of Transportation web resource.

Full Description

The Research and Special Programs Administration (RSPA) under the U.S.Department of Transportation is being replaced by the Research and Innovative Technology Administration (RITA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA), which were authorized on Nov. 30, 2004 when President Bush signed the Norman Y. Mineta Research and Special Programs Improvement Act. RSPA had two contracting offices, one at RSPAs Washington Headquarters and one at Volpe National Transportation Systems Center in Cambridge, MA. For the most part, the Volpe contracting office will be the new contracting office for RITA, and the former RSPA Headquarters contracting office will be the new contracting office for PHMSA. Though the Bureau of Transportation Statistics has been reorganized under RITA, its procurement activities will continue to be serviced by the contracting office in the Office of the Secretary of Transportation. More reorganization details are available at http://www.dot.gov/affairs/DOT2805.htm.
