**** Amendment 1 - This amendment is to list the technical specifications required for this 355nm laser. These specifications are listed below: Scope of need: The NIST Nanoscale Device Characterization Division (NDCD) is implementing the capability for advancing the photonic quantum state engineering by measuring quantum states of single photons in spatial mode. For efficient performance of the photonic quantum state metrology experiments, it is necessary to verify the generation of single photon pair, trigger between single photon events and photonic imaging camera, and measure coincident events with high signal to noise ratio. For this purpose, a Single Frequency 355 nm Laser is going to be installed to generate ensemble of single photon pairs with stabilized wavelength and high production rate at near infrared wavelength. The Single Frequency 355 nm laser is used as the pump laser source for SPDC based biphoton pair generation for the measurement of photonic quantum states in the spatial mode. The Contractor shall provide one (1) Single Frequency 355 nm Laser system that meets the following specifications: The Single Frequency 355 nm Laser shall include laser head with necessary accessories for full operation. The Single Frequency 355 nm Laser Head shall be continuous wave and have a center wavelength of 355 nm with a deviation of - 0.5 nm or less. The Single Frequency 355 nm Laser Head shall have a single frequency with linewidth of 5 MHz or narrower. The output power of the Single Frequency 355 nm Laser shall be 20 mW or more at free space output. The Single Frequency 355 nm Laser shall have a power stability of less than 2% over at least 4 hours. The Single Frequency 355 nm Laser shall have a wavelength stability of 1 pm or less over at least 4 hours. The Single Frequency 355 nm Laser shall have a polarization of 100:1 or better. The Single Frequency 355 nm Laser shall include facilities and electronics for stabilization of wavelength and power. The Single Frequency 355 nm Laser shall include a Windows-compatible GUI software to control and monitor. The Single Frequency 355 nm Laser shall have a control interface with either USB or Ethernet, or both USB and Ethernet. The Single Frequency 355 nm Laser shall include a set of interface wires for the computer connection and a module for providing electric power. End of Amendment 1 ***** Please see attached notice for full details.

Combined Synopsis/Solicitation for Spent Fuel Cell Shipment(s)
Solicitation # 1333ND27QNB610AMD
The National Institute of Standards and Technology Center for Neutron Research requires packaging and shipping services to transfer spent fuel elements from its facility in Gaithersburg, Maryland, to the Department of Energy Savannah River Site near Aiken, South Carolina. This requirement is structured as a single firm-fixed-price purchase order consisting of one base shipment to be completed by December 31, 2028, with an optional second shipment to be completed by December 31, 2030. The contractor is responsible for providing all necessary project management, labor, and equipment, including the shipping cask, transfer cask and basket, and all rigging and lifting machinery required for movement. The procurement is classified under NAICS code 484230 for specialized long-distance trucking. Award will be granted to the lowest priced, technically acceptable quoter, with evaluations based on technical capability to meet or exceed the Statement of Work and price reasonableness. Strict adherence to Nuclear Regulatory Commission and Department of Transportation regulations is required, including compliance with 10 CFR 73 for information security. All bidders must maintain active registration in the System for Award Management and provide a technical quotation and a firm-fixed-price quotation. Payment will be processed electronically through the U.S. Department of the Treasury's Invoice Processing Platform System.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
