This solicitation, numbered 75D30126Q79047, is a combined synopsis and solicitation for a firm-fixed-price annual service agreement to maintain, calibrate, and repair laboratory equipment manufactured by Bio-Rad Laboratories Inc. at the Centers for Disease Control and Prevention in Atlanta, Georgia. The performance period runs from July 1, 2026, through June 30, 2027, with an option for the government to extend services for up to six additional months. The contract requires the contractor to provide comprehensive preventive maintenance at least once per year for each covered piece of equipment, respond to unlimited emergency repair requests at no additional cost including all labor, travel, and parts, and use only genuine OEM components. All service must meet strict response timelines: scheduling within 24 business hours and on-site service delivery within 72 business hours of notification, with detailed reports, checklists, and certifications delivered within five business days after each visit. The equipment covered includes specific models such as Gel Doc GO and Chemi Doc MP imaging systems, PX1 Plate Sealer, and multiple Real-Time PCR systems, with PM requirements varying by unit. The acquisition, governed under NAICS code 334516, falls under FAR Subpart 12 for commercial items and requires full compliance with a suite of updated FAR clauses, many of which reflect deviations under the Revolutionary FAR Overhaul (RFO) effective April and November 2026. Offerors must be actively registered in the System for Award Management (SAM) and submit pricing for all three contract line items — CLIN 0001 for the annual service contract, CLIN 0002 for recertification, and CLIN 0003 for a trip charge — to be eligible. Pricing completeness is a mandatory pass/fail criterion; incomplete quotations will be disqualified. Technical capability to meet the Statement of Work is the most significant evaluation factor, significantly outweighing price in the award determination. Offers must include compliance with Section 508 accessibility standards through an HHS Conformance Checklist or VPAT, and contractors are responsible for remediating any non-compliant deliverables at their own expense. All payments will be made quarterly in arrears via the Treasury’s Invoice Processing Platform, and the contractor must adhere to strict records management protocols, including mandatory CDC training for personnel handling federal records. Responses are due by 10:00 a.m. Eastern Standard Time

All technical criteria must be rated as at least Acceptable for an offeror to be eligible for award. Following five amendments to incorporate Q&A and refine the solicitation, the final response deadline is September 14, 2026, at 5:00 PM EDT. Submissions must be electronic, consisting of a technical volume and a price volume.
