Commercial Card Programs

Sourcewell, a State of Minnesota local government unit and service cooperative, is soliciting proposals for Commercial Card Programs to establish a procurement solution for its Participating Entities. These entities include thousands of governmental, nonprofit, tribal, and educational agencies across the United States and Canada. The resulting master agreements will cover the issuance and management of commercial card services, such as P-Cards, virtual cards, and ghost cards. The estimated annual value of all transactions resulting from this solicitation is 100 million USD. The initial term for any awarded master agreement is four years, with the possibility of up to three additional one-year extensions. Evaluation is based on a 1,000-point scale, focusing on overall quality, price, and the proposer's ability to provide a comprehensive sales and service network. Awardees must provide pricing via line-item, percentage discount from MSRP, or a not-to-exceed price. This solicitation specifically excludes equipment and services covered under the related Fleet Payment Solutions contract. All submissions become public record under Minnesota Statutes Chapter 13, and any modifications to the master agreement must be submitted via redline in the provided template.
