Solicitation # CW2474502
Public Services and Procurement Canada (PSPC) is conducting a follow-up Request for Information (RFI) under solicitation number CW2474502 to gather industry feedback for the development of a procurement strategy regarding Information Products and related services. This consultative process focuses on defining data categories, procurement models for static and outcome-based content, and general terms and conditions, specifically regarding liability and indemnification. The RFI explicitly excludes satellite imagery and seeks to balance technical merit, price, and contractual acceptability. Responses are due by March 31, 2027. Proposed contractual frameworks include a performance management system based on cost, quality, schedule, and management, with a verification period of ten business days for the acceptance of licensed products. Key terms under consideration include a liability cap limited to the contract value of the preceding 12 months and a requirement for content authenticity to ensure human authorship over AI-generated content. The procurement strategy is exploring various award models, including a highest-ranked bidder negotiation process and a scoring system that favors suppliers who accept Canada's contractual framework without amendment. Payment is slated for 30 days following the receipt of an undisputed invoice via electronic instruments.

***Responses to Vendor Questions - RFI - Commerce Data Hub Pilot Program posted in the attachments on 06/26/2023. This Request for Information (RFI) seeks responses from industry sources of data sets relevant to the Department of Commerce mission. Responses from industry are requested to assist with development of a Commerce Data Hub Pilot Program as described in the RFI Instructions and Draft Statement of Work. The mission of the Department of Commerce (Commerce) is to create the conditions for economic growth and opportunity. Data are critical for fulfillment of Commerce's mission to spur good-paying jobs, empower entrepreneurs to innovate and grow, and help American workers and businesses compete. In carrying out this important mission for the nation, Commerce generates, collects, stores, and analyzes an exponentially growing abundance of data, including data on the nation's economy, population, and environment. Finding new and evidence-based ways to combine Commerce data with data from other sources will enable Commerce to better leverage its data to address society's current and emerging needs. The acquisition associated with this RFI contemplates issuance of an open solicitation under FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, under which vendors may submit proposals for delivery of commercial data within the general subject areas identified in the draft Statement of Work (SOW). Commerce looks forward to receipt of industry questions, comments and capability statements in support of this initiative.
