The Government is preparing to award a single firm-fixed-price purchase order to a small business concern for Commercial Driver’s Licensing (CDL) certification training for six Soldiers, with intent to follow simplified procedures under FAR 12.201-1. This pre-solicitation notice is not a binding commitment, nor does it initiate a formal solicitation; however, it outlines the planned acquisition approach targeting a total small business set-aside under NAICS code 611519 with a size standard of $21 million. The selected contractor must be actively registered in SAM under this NAICS code and will be responsible for delivering all aspects of CDL training—including instruction, equipment, materials, supervision, and associated fees—within a 25-mile radius of Joint Base Lewis-McChord. Training must result in Class A CDL certification with Hazardous Materials, Tanker, Double/Triple Trailers, and Tanker/HAZMAT endorsements, with tuition covering all associated costs such as background checks and licensing fees. The period of performance will not exceed 12 months, with an estimated start date of July 1, 2026. Comments on this pre-solicitation are welcome until 10:00 AM PDT on May 21, 2026, and must be sent via email to the designated point of contact; no responses to submitted comments will be publicly posted.
