Commercial Retread Tires and Tire Retreading Services

The City of Greensboro is soliciting proposals for a three-year contract, anticipated to run from November 15, 2026, through November 14, 2029, to provide commercial retread tires and tire retreading services for its Finance Department, Equipment Services Division. The scope of work requires the contractor to utilize a pre-cure process for rib and lug retreads and provide premium Grade A commercial casings with a minimum load rating of G or H. Key operational requirements include weekly pickup and delivery of approximately 30 tires at the Equipment Services Tire Shop located at 401 Patton Ave, with a maximum turnaround time of seven calendar days. The contractor must use electronic, non-destructive casing inspection equipment to identify defects and provide written failure analysis for any premature tread separations upon request. Proposals must be submitted via the GePS portal by September 24, 2026. To be considered, contractors must be in good standing with the North Carolina Secretary of State and provide a comprehensive submission including a letter of interest, detailed qualifications, and a list of equipment. Award will be based on the best value, with evaluation weights focused on product quality and the retreading process (25 points) and qualifications and experience (20 points). The City also applies a Local Preference Policy to support businesses within the Guilford County Economic Development Alliance area. All submissions are subject to North Carolina Public Records laws, and the selected contractor must provide a Certificate of Insurance meeting the City's minimum requirements.
