COMMERCIAL TRUCKING SOLUTION CONTRACT 2.0

The Commercial Trucking Solution Contract 2.0 (CTSC 2.0) is a Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract established by the Department of Defense to provide on-demand transportation services for government freight throughout Japan, including Okinawa. The contract was awarded to 18 companies, including Sagawa Express Co., Ltd., Nippon Express Co., Ltd., and Kamigumi Transport Corporation, among others. With an estimated volume exceeding 10,000 annual orders, the scope encompasses a wide range of service categories, including general, reefer, oversized/overweight, ISO container, and air-suspension trucking, as well as material handling equipment and multimodal services involving ferry, rail, and air. The contract carries a collective maximum value of 249 million dollars with a guaranteed minimum of 500 dollars. Operational requirements are stringent, particularly for the transport of arms, ammunition, and explosives (AA&E), which must comply with DOD 4145.26-M and require specific vehicle markings and safety protocols. Sensitive or hazardous freight requires Dual Driver Protective Service (DDP), ensuring vehicles are attended at all times by qualified personnel. Performance is monitored by a Contracting Officer's Representative (COR) and evaluated against a Quality Assurance Surveillance Plan (QASP) focusing on deadlines, stowage, and compliance with hazardous freight standards. Payments are processed primarily via the Syncada third-party payment system or through DFAS, with all pricing established in Japanese Yen.
