Common Features/Natomas PACR/Natomas Levee Improvement Program, Phase 4b Project

The American River Watershed Common Features Project, specifically the Natomas Levee Improvement Program Phase 4b Landside Improvements Project, involves a series of utility relocations and infrastructure upgrades within an adopted plan of flood control in Sacramento and Sutter Counties. A primary focus of the work under Permit No. 15045-1 is the relocation of a sewer line at 1577 Garden Highway. This specific effort includes removing approximately 270 feet of 6-inch and 100 feet of 3-inch sewer pipe and replacing them with a 4-inch diameter AWWA C200 steel pipe. The new installation will run parallel to the levee along the waterside shoulder for 220 feet, cross the levee for 106 feet, and connect to an existing landside manhole, incorporating a new gate valve, air release valve, reducer, and WYE fittings with cleanouts. The broader program encompasses numerous other permits for the relocation and upgrading of SMUD and PG&E utility poles, overhead communication lines, and streetlight poles along the Garden Highway and Natomas East Main Drainage Canal levees. These activities are conducted under California Code of Regulations, Title 23, Article 3, Section 6, to maintain necessary clearances and support flood control infrastructure. The Central Valley Flood Protection Board, acting as the responsible agency, has determined that these projects will not have a significant environmental effect within its jurisdiction, based on Environmental Impact Reports prepared by the lead agency, the Sacramento Area Flood Control Agency. All works are subject to CEQA findings and the Public Resources Code Section 21108.
