The Common Submarine Radio Room (CSRR) program aims to standardize and modify the Ohio and Los Angeles class submarine radio rooms to align with those of the Virginia and Seawolf classes. However, the initiative faces a significant challenge due to the absence of technical data on the Virginia and Seawolf radio rooms, making it impractical to issue a solicitation for CSRR modifications without incurring considerable technical and cost risks. In response, SPAWAR has decided to pursue an in-house solution as a short-term measure, which reduces risk by not relying on a complete CSRR technical data package. SPAWAR plans to revisit the acquisition strategy once full or near-complete technical data become available, potentially issuing a competitive solicitation at that time. Any such solicitation would be publicized in the Commerce Business Daily and on the SPAWAR E-Commerce Central website, with interested parties encouraged to monitor these sources for updates. For additional information, the designated contact is Contracting Officer Mark Lopez, reachable via email or phone. The contracting agency overseeing this effort is the Naval Information Warfare Systems Command, a department within the Department of Defense, located in San Diego, California.

Full Description

The fundemental basis for the Common Submarine Radio Room (CSRR) program is to modify the Ohio and Los Angeles submarine rooms to promote commonality with the Virginia and Seawolf submarine radio rooms. This presupposes that technical data on the Virginia and Seawolf submarine radio rooms exists. Unfortunately, such technical data does not exist at the present time. Without such technical data on CSRR technical requirements and interfaces, a CSRR solicitation is not practical without unacceptable technical and cost risk to the Navy and industry. SPAWAR has made a decision to pursue an in-house solution in the short term. An in-house solution can be pursued in the short term with less technical and cost risk since it does not require a complete CSRR technical data package. Once a complete, or near-complete, CSRR technical data package is obtained, SPAWAR will reevaluate the CSRR acquisition strategy for the purpose of potentially releasing a competitive solicitation package. Any potential competitive solicitation would first be synopsized in the Commerce Business Daily (CBD) and the SPAWAR E-Commerce Central webpage. Therefore, please review these web sites periodically for the purpose of finding information on a potential competitive CSRR solicitation. Sould you require additional information, please contact the Contracting Officer, Mark Lopez, at e-mail address contact@example.gov or by telephone at +1 (555) 000-0000.
