Commonwealth Wastewater Infrastructure Needs Assessment (CWNA) and Clean Watersheds Needs Survey (CWNS) Data Collection, Analysis and Reporting Services

The Virginia Department of Environmental Quality is seeking a qualified contractor to provide data collection, analysis, and reporting services for the Commonwealth Wastewater Infrastructure Needs Assessment (CWNA) and the EPA's Clean Watersheds Needs Survey (CWNS). The objective is to develop methodologies for collecting technical data across wastewater and stormwater infrastructure, nonpoint source controls, and decentralized treatment facilities, culminating in a final CWNA report and CWNS data submission to the EPA by December 31, 2027. This is an optional use, requirements-based term contract for one year with one optional renewal. The scope includes creating statewide facility inventories, developing State-Specific Approaches for EPA approval, and implementing rigorous quality assurance and quality control procedures to ensure data accuracy and traceability. This solicitation is set aside with award priority for DSBSD-certified micro or small businesses. Proposals are due by 3:00 PM EST on October 9, 2026, and must be submitted electronically via eVA. Evaluation is based on the offeror's approach, experience, price, and small business subcontracting plan, with the agency selecting two or more qualified offerors for potential award following negotiations. The contract requires a firm unit price structure for six primary tasks, with additional hourly rates for ancillary services. Awardees must maintain comprehensive insurance, including professional liability of at least 1 million dollars per claim, and adhere to Commonwealth information security and anti-discrimination standards.
