PHAS Disposable Alternative Analysis

The Commonwealth of Virginia Department of Environmental Quality is seeking a qualified consulting engineering firm to conduct a statewide Per- and Polyfluoroalkyl Substances (PFAS) Disposal Alternatives Analysis. The project involves assessing disposal and destruction capacities, environmental impacts, and cost estimates for technologies such as landfills and incineration. The contract features an initial one-year term with one optional one-year renewal, requiring the final analysis to be completed by May 31, 2027. The award will be based on the best proposal, with evaluation heavily weighted toward experience and qualifications (40 points) and the Small Business Subcontracting Plan (20 points). This solicitation is set aside with award priority for DSBSD-certified micro or small businesses. The pricing structure consists of a total fixed price for the primary analysis and hourly rates for various ancillary services, including project managers, engineers, and PFAS subject matter experts.
