Community-based lead screening, testing, outreach & education

The State of Hawaii Department of Health is seeking a vendor to implement a statewide community-based initiative aimed at reducing lead exposure among children under six years of age and improving blood lead testing and reporting rates. The contractor will be responsible for designing and delivering education and outreach programs that inform the public, including pregnant individuals and adults, about the health impacts of lead exposure through workshops, speaking engagements, and community events. A core component of the work involves fostering collaboration across government agencies, nonprofit organizations, the private sector, and individual stakeholders to share best practices, identify gaps in capacity, and coordinate collective action to prevent and mitigate lead hazards. The contractor must secure and coordinate high-impact speaking opportunities with subject-matter experts and local champions while actively promoting events to ensure targeted attendance from at-risk populations. The contractor must operate as an independent entity and comply with all applicable federal, state, and local laws, including obligations to protect personal information such as Social Security numbers and financial data through robust safeguards and immediate breach reporting. Financial compliance is strictly enforced, requiring submission of tax clearance certificates from both the Hawaii Department of Taxation and the IRS as a precondition for payment, along with proof of good standing from other state agencies. Subcontracting is prohibited without prior written consent, and all subcontractors must meet the same tax compliance criteria. The contractor is also obligated to indemnify the State against any patent infringement claims and must adhere to ethical standards, including a ban on campaign contributions if funded by legislative appropriations. Payment is contingent on acceptance by the State at the place of delivery and subject to the availability of funds, with original invoices required and no electronic invoicing system specified.
