Community Development Block Grant - Neighborhood Revitalization (CDBG - NR Grant #21-C-4006)

Anson County is soliciting qualified, licensed general contractors to provide turnkey housing services for three low- to moderate-income, owner-occupied single-family properties within the county under the Community Development Block Grant – Neighborhood Revitalization program (Grant #21-C-4006), funded by the North Carolina Department of Commerce with $950,000. The project involves the demolition of existing structures, design and construction of new 1,850 square foot, ADA-compliant, single-level modular homes with brick facades, and installation of POD storage units, all to be completed within 120 calendar days of the Notice to Proceed. Contractors must be properly licensed in North Carolina, registered and active in SAM.gov, and not subject to any federal or state debarment. Participation requires submission of a complete application and sealed bid package including an itemized cost proposal, certification of non-debarment, proof of general liability and workers’ compensation insurance, a copy of the contractor’s license, a Section 3 compliance plan, a Davis Bacon plan, and evidence of experience in new housing or modular construction. The work must comply with all HUD CDBG regulations, federal and state fair housing and employment laws, and local codes, with weekly virtual inspections conducted by the Institute of Building Technology and Safety. Payments will be made on a reimbursement basis upon submission of invoices with supporting documentation, and a minimum one-year workmanship warranty is required. Bids must be submitted by July 9, 2026, to the designated address in Wadesboro, NC, clearly marked “CDBG-NR Reconstruction Bid,” and late or incomplete submissions will be rejected. The award will go to the lowest responsive and responsible bidder, evaluated on cost, contractor experience, ability to meet the timeline, and adherence to CDBG and state requirements, with mandatory pass/fail criteria including licensing, debarment status, capacity to comply with regulations, and agreement to virtual inspections.
