Orange County Waste & Recycling ("OCWR") is seeking qualified professional services to support the implementation, education, compliance, monitoring, and enforcement requirements associated with California Senate Bill 1383 ("SB 1383") and related state and local waste reduction regulations applicable to multi-family residential properties throughout Orange County. SB 1383 establishes statewide requirements for organics recycling, edible food recovery, contamination reduction, landfill diversion, procurement, and associated recordkeeping and enforcement activities. In addition to SB 1383, OCWR must continue to support compliance with related regulatory requirements, including but not limited to AB 341, AB 1826, AB 827, and other current or future federal, state, regional, or local legislation impacting solid waste, recycling, organics diversion, public education, and compliance programs. Multi-family residential properties, including homeowners' associations (HOAs), apartment communities, condominiums, and other residential developments, present unique operational, educational, and compliance challenges due to varying property configurations, service arrangements, resident turnover, contamination issues, and stakeholder responsibilities. To support successful implementation of these regulatory requirements, OCWR intends to engage a qualified Vendor to provide comprehensive "boots-on-the-ground" outreach, education, technical assistance, inspection support, stakeholder meetings, data collection, and enforcement assistance services. Services are expected to include direct engagement with diverse communities throughout Orange County and the provision of multilingual outreach materials and interpretation services, as required, to support equitable access to program information and participation. The selected Vendor will be responsible for developing and implementing a comprehensive Multi-Family Compliance, Education, and Enforcement Plan that supports OCWR's regulatory objectives and operational priorities. Services are expected to include direct engagement with HOAs, property managers, boards of directors, residents, waste haulers, municipalities, and other stakeholders; development and distribution of educational materials; on-site assessments and inspections; contamination monitoring; compliance assistance; support for enforcement activities; stakeholder facilitation; and reporting and documentation necessary to support regulatory compliance and audit readiness. OCWR seeks a collaborative partner with demonstrated expertise in waste diversion regulations, multi-family outreach and engagement, behavior change strategies, compliance monitoring, and stakeholder coordination. The Vendor will work closely with OCWR and its partner agencies to support consistent implementation, effective communication, and long-term compliance throughout Orange County.
