Organic Defoamer

The County of Orange, through OC Waste & Recycling, is soliciting bids under IFB-299-3134901-AA for the procurement of a commercially manufactured organic defoamer. This product is required to support the Olinda Landfill leachate treatment system by rapidly controlling excessive foam to prevent operational disruptions and protect equipment. The selected contractor must provide the defoamer in 55-gallon drums or 275-gallon totes on an as-needed basis, ensuring the product is compatible with existing pumps, piping, and downstream processes. Additionally, the contractor is responsible for determining the appropriate dosage rates and application methods while providing technical support during initial field testing. The contract will be awarded to the lowest responsive and responsible bidder, with specific price preferences applied to certified Orange County Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE). Bidders must submit firm pricing and provide essential documentation, including a valid UEI and D-U-N-S number, a signed W-9, and a Campaign Contribution Disclosure Form. The agreement requires the submission of a Faithful Performance Bond and a Labor and Material Payment Bond, as well as compliance with California safety regulations regarding Safety Data Sheets. Deliveries are to be made to the Olinda Landfill in Brea, California, during standard weekday business hours, with acceptance contingent upon written verification by the County.
