Compilation of Ocean-Going Self-Propelled Deep-Draft Vessel Operating Costs (DDVOCs)

The USACE Mission Support Battalion is seeking information from industry to determine the capabilites of industy and determine interested sources for a requirement. This is a sources sought notice that is being used for Market Research purposes only. This is not a request for proposals. The Government will not reimburse respondents for any costs incurred to submit a response to this Notice. The Government reserves the right to reject, in whole, or in part, any private sector input as a result of this market survey. The Government is not obligated to inform to notify respondents of the results of this survey. No phone calls will be accepted for this notice.

It is anticipated a firm fixed price contract will be awarded using procedures found in RFO Part 12 - Acquisition of Commercial Products and Commercial Services and RFO Part 15 - Contracting by Negotiation. Interested sources should respond to the questions presented within the announcement to facilitate the Government's market research. The Government will analyze all responses and determine if a pool of qualified and interested small businesses is significant enough to allow for a total or partial small business set-aside. 

If the pool of small businesses is insufficient the Government may elect to solicit this requirement using full and open competitive procedures. The Government does not intend to rank submissions received in response to this Notice.

Submission Requirements: Submissions should not exceed 15 pages, singled spaced, using 12 point font with 1 inch margins, including all appendices, attachments and cover pages. Responses should be submitted in PDF format. Responses should describe the interested party's capabilities to complete the tasks in the attached Performance Work Statement. Oral communications will not be considered. Responses should include a response to questionnaire (not included in page count).

The primary emphasis of work efforts under this contract will be the compilation of vessel operating costs according to cargo vessel type and size or capacity classes typically of concern to USACE analysts when undertaking waterborne navigation project evaluations. Integral to the needs for estimation of vessel operating costs will be the creation of a computerized application to support use, comparative audit and limited adjustment of estimates and estimation of bunkerage costs.  It will be an integral requirement that bunkerage costs be separably investigated and estimated as a critical input to operational costs of ocean-going commercial cargo vessels.
