The Department of the Air Force, through the Air Force Research Laboratory (AFRL) Information Directorate in Rome, NY, has released a Broad Agency Announcement (BAA) under NAICS code 541715, focusing on the development of Composable Collaborative Planning technologies. The initiative seeks innovative research to accelerate and parallelize operational-level planning processes in the military, specifically targeting the Force Flow planning challenge associated with Operation Plan (OPLAN) development. The core objective is to significantly reduce planning time by reimagining how dependencies and conflicts are identified, tracked, and managed, leveraging composable, modular frameworks that enable multiple specialized teams to plan collaboratively and concurrently while sharing essential resources and context information. The BAA (FA8750-21-S-7003) is structured as an open, two-step solicitation process and will accept white papers through February 28, 2026. Suggested submission timelines align with fiscal year funding forecasts, and the opportunity is subject to periodic amendments that update submission guidance, technical requirements, and compliance instructions. The estimated total funding is approximately $24.5 million, with individual awards typically ranging from $500,000 to $2,000,000 over periods up to 24 months, though larger awards may be possible within the overall budget ceiling. Multiple awards are anticipated, and various award instruments are available, including contracts, grants, cooperative agreements, and Other Transactions (OTs). Participation requires compliance with evolving security and proposal submission guidelines, including Science and Technology (S&T) Protection protocols and updated federal acquisition provisions. Offerors are encouraged to engage early with government technical and contracting points of contact but must ensure full adherence to format and submission instructions to maintain eligibility. The BAA is dynamic, with regular amendments adding technical focus (such as contested logistics and shared context planning), updating required forms and clauses, and clarifying review, selection, and protection measures. Interested parties are responsible for monitoring the SAM.gov portal for future announcements, further amendments, and detailed instructions.
