Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. The City has been using the Cityworks permitting and work order system since 2008. The Facilities and Community Services Department uses Cityworks’ Asset Management System (AMS) to keep track of service requests and work orders, while the Development Services Department, Municipal Utilities and Engineering, and Fire department utilize Cityworks’ Permit Land and Licensing (PLL) solution to provide a single place for residents and developers to submit and coordinate projects and plan checks to ensure efficient and effective services and support. Cityworks is in the process of rolling out the newest version of their software, Cityworks 23, and the company has made it clear that all future enhancements will be in 23. This declaration will effectively render the City’s current 15.8.8 version unsupported. The City is seeking a complete response from a vendor or vendors who can demonstrate that they possess the organizational, functional, and technical capabilities to upgrade the City to Cityworks 23 and to customize components and applications for individual departments within the City. The chosen vendor(s) must perform the services, furnish an appropriate solution, and meet or exceed the requirements and service level specified herein. This will be an as-needed consulting services arrangement with a consulting firm that demonstrates strategic partnership ties with Cityworks and ESRI.
