COMPREHENSIVE ITS, ELECTRICAL AND TRAFFIC ENGINEERING SERVICES

The Maryland Transportation Authority is soliciting professional engineering services for comprehensive Intelligent Transportation Systems (ITS), Electrical, and Traffic Engineering. The scope of work includes the design, retrofit, and upgrade of electrical distribution systems, power backup, grounding, and lighting, as well as integration and testing for ITS components such as fiber optic communications, advanced traffic management systems, dynamic message signs, CCTV, and EV charging infrastructure. All services must adhere to FHWA, MDTA, SHA, AASHTO, and NEC standards. The agency intends to award up to five contracts over a five-year term, with an aggregate total value not to exceed 25 million dollars. Technical proposals are evaluated based on oral presentations of sample assignments, work plans, key personnel, and example projects, with financial responsibility and subcontractor commitments serving as pass/fail criteria. Key personnel, excluding the Systems and Environmental Engineers, must be registered Professional Engineers in Maryland. The Systems Engineer must be a direct employee of the prime firm with at least ten years of experience and a relevant bachelor's degree. The procurement includes specific socioeconomic goals, requiring 23 percent Minority Business Enterprise (MBE) and 1 percent Veteran-owned Small Business Enterprise (VSBE) participation. Technical proposals must be submitted in hardcopy format by October 29, 2026.
