COMPREHENSIVE MAINTENANCE, REPAIR, MONITORING, AND REPLACEMENT SERVICES FOR CITY -OWNED SOLAR PV SYSTEMS

The City of Compton is seeking qualified contractors to provide comprehensive maintenance, repair, monitoring, and replacement services for its owned solar photovoltaic systems located at Gonzales Park Community Center and Carport and Fire Station No. 3. The scope of work includes quarterly system monitoring, semi-annual visual inspections, annual cleaning, preventive and corrective maintenance, and immediate response to system alerts or emergencies, with a requirement to restore system performance to at least 80% of rated annual output adjusted for weather conditions. Contractors must service all major components including Trina Solar modules, SolarEdge inverters, optimizers, electrical wiring, disconnects, mounting systems, and monitoring equipment, adhering strictly to manufacturer protocols and applicable state and federal electrical codes. Work must be performed only by personnel holding valid California C-46 Solar and C-10 Electrical licenses with additional fall protection certification for rooftop tasks, and all repairs and maintenance must be documented through a formal work order system that includes timestamps, locations, technician details, parts used, findings, and signatures. The contract has a three-year base term with the potential for two additional one-year renewals, for a maximum duration of five years. Proposals must be submitted as a single sealed hard copy to the City Clerk’s Office by July 23, 2026, and electronic submissions are not accepted. Bidders are required to attend a mandatory pre-proposal conference, submit a complete cost proposal with fully loaded line-item pricing, and provide documented qualifications, including proof of required licenses and experience. Evaluation of proposals is based on a weighted scoring system totaling 100 points, with cost accounting for 25 points and technical merit, experience, compliance, and maintenance management collectively making up the remainder. Bonus points are available for local municipal experience and NABCEP certification. Contractors must disclose any potential conflicts of interest and certify non-collusion, and subcontracting requires prior written approval. The City retains full discretion to reject any proposals, negotiate terms, or terminate with seven days’ notice, and all performance is subject to final written acceptance by the City’s designated contract administrator.
