The contract is a firm-fixed-price, indefinite-delivery/requirements-type agreement with a 12-month base period and four additional 12-month option periods, plus a potential six-month extension under FAR 52.217-8. The contract requires delivery of medical services including inpatient and outpatient care, physician services, telehealth and tele-triage, and long-term acute care, all aligned with the Performance Work Statement and supported by attachments detailing medical care classifications, outcome measures, formulary requirements, and billing procedures. All services are to be performed at FCC Pollock, with start dates determined after award, and must commence within 30 calendar days of award. Proposals must be submitted electronically in three volumes—Technical, Past Performance, and Business—each in searchable PDF format and under 14 MB total size, sent to two designated email addresses by the deadline. The closing date, after successive amendments extending from July 10 to July 24, 2026, is now firmly set for July 24, 2026, at 2:00 p.m. CDT, with late submissions handled per FAR deviation 52.212-1(c). The evaluation process uses a tradeoff approach where price and non-price factors are approximately equal in weight, with technical approach and past performance each valued at about 25% and price at 50%. If proposals are comparable in non-price factors, price becomes paramount. The contract includes detailed administrative requirements such as the designation of a Contracting Officer’s Representative, Miranda Bordelon, who will oversee technical performance, accept services, and coordinate with the contractor’s point of contact. The contractor must submit a Quality Control Plan for approval prior to performance and adhere to strict invoicing, claims submission, and records retention rules, including medical claim submission within 90 calendar days and corrected claims within 30 days of rejection. All personnel must undergo security clearance processes within 30 days of award and comply with DOJ and BOP security policies, including prohibitions on non-U.S. citizens accessing IT systems. Offerors must be registered in SAM, possess a Unique Entity ID, and provide certifications regarding tax compliance,
