Comprehensive Provider Credentialling Enrollment Project

The City of Louisville is seeking qualified vendors for a one-time project to audit, correct, and complete provider credentialing, agency enrollment, and network roster linkages for the Louisville Metro Department of Public Health and Wellness. The primary goal is to achieve 100 percent active, in-network billing status for approximately 30 individual providers linked to the Agency's Provider Type 20 entity across Kentucky Medicaid and five core Managed Care Organizations, including Aetna Better Health, Anthem Blue Cross and Blue Shield, UnitedHealthcare Community Plan, Wellcare, and Passport Health Plan by Molina Healthcare. Key deliverables include a baseline status matrix identifying documentation gaps, the updating and attestation of CAQH profiles for all providers, and the delivery of a comprehensive credentialing checklist for knowledge transfer. The project is expected to be completed within 90 to 120 calendar days from the contract award, with a total contract period not to exceed five years. Proposals are evaluated based on the most advantageous offer, with a strict requirement for Human Relations Commission Good Faith Effort documentation to be deemed responsive. Vendors must comply with various local ordinances, including fair hiring practices under LMCO 112.30, minimum wage preferences, and non-discrimination clauses. The award process involves a multi-stage evaluation including responsiveness checks, scoring, and potential negotiations for those deemed reasonably susceptible to award. Payment is handled via electronic invoicing, and the selected vendor must provide a fixed-fee structure for the discovery phase and per-provider actions.
