The District of Columbia Department of General Services is soliciting proposals under solicitation DCAM-27-NC-RFP-0005 for comprehensive snow and ice management services. This set-aside opportunity is exclusively for Certified Small Business Enterprises registered under NIGP Code 96872. The awarded contractor will provide all necessary labor, equipment, and supplies to maintain public facilities in a safe, hazard-free condition on a 24/7 basis, primarily during the snow season from December through May. Key operational requirements include mobilization within two hours of storm notification, adherence to ANSI/SIMA best practices, and the use of the SMART DGS Salesforce system for real-time reporting with GPS tracking and time-stamped photos. The contract is structured as multiple Indefinite Delivery, Indefinite Quantity term contracts with the potential for four one-year unilateral extensions. Award decisions are based on a best-value approach, where technical factors are significantly more important than price, and a minimum of 65 technical points is required for award consideration. Evaluation criteria emphasize mobilization speed, continuous service capability, environmental compliance with the Clean Water Act and EPA BMPs, and the ability to maintain non-interference with emergency operations. Contractors must comply with prevailing wage laws, including the District of Columbia Living Wage Act, and maintain a high standard of quality control as outlined in a formal Quality Control Plan. Proposals must be submitted electronically via OpenGov by November 5, 2026.
