Comprehensive Update Of The Grading Manual And Grading Ordinance For Public Works

The City of Murrieta has issued a solicitation seeking a qualified consultant to comprehensively update its Grading Manual and Grading Ordinance, which govern public works standards related to grading, erosion, and sediment control. The selected consultant will be responsible for revising and expanding the existing documents, last updated in 2005 and 2006, to reflect modern best practices, clear definitions, and updated regulatory requirements. The updated manual and ordinance will address all aspects of grading activity, including permit processes, fees, security, design and construction standards, drainage, erosion control measures, inspection protocols, and project completion, with detailed supporting appendices such as process charts, technical guidelines, ADA compliance, and documentation templates. The consultant will also be required to modernize the documentation by utilizing digital tools to enhance clarity, precision, and accessibility, and to incorporate updated imagery, exhibits, and drawings into the City’s existing digital records system. The City will provide access to all relevant current documents and practices to aid in this overhaul. This initiative, listed as Solicitation Number 25-01, is open for response until November 13, 2025, and is managed by Anita Agyeman at the City's public works department. The project aims to ensure that Murrieta’s standards for grading and related public works activities are up-to-date, comprehensive, and effectively implemented for current and future needs.
