The City of San Bernardino Municipal Water Department (Department) is seeking proposals from qualified firms to conduct to conduct a comprehensive Water and Sewer Rate Study that complies with the requirements of Proposition 218, California Constitution Articles XIII C and D. The study will ensure the utility’s rates are cost-of-service-based, legally defensible, financially sustainable, and transparent to customers. The outcome will support a rate structure that provides sufficient revenue to operate, maintain, and improve the utility systems. All services provided by consultant will be referred to collectively as the “Project”. Consultants may choose to submit a proposal that includes: (a) retail water and sewer rates and wholesale water rates inclusive of capacity (connection) charges; (b) retail and wholesale rates excluding capacity charges; or (c) a proposal solely for developing capacity charges. All proposals should clearly state which components are included and provide a breakdown of associated costs.
