Full Description

NOTICE OF INTENT TO AWARD ON SOLE SOURCE/BRAND NAME BASIS The Department of Education, Federal Student Aid (the Department), intends to award under the authority of FAR 13.5 to Compuware Corporation(Manufacture and sole seller of Abend product), 1 Campus Martius, Detroit, MI 48226. This procurement is being conducted over the Simplified Acquisition Procedures (SAP). The maintenance support for the Compuware products are aimed at applications support providing file and data management, components providing analysis, testing and debugging capabilities which assist in resolving application failures. These products are currently in use today on the mainframe application environment supporting the Central Processing System (CPS). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than Friday, June 28, 2013 at 5pm EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
