This contract seeks a small business to provide light research aircraft equipped with meteorological and chemical instruments capable of conducting scheduled and rapid-response flights to measure atmospheric trace gases. The flights will primarily operate out of Boulder, Colorado, but may involve deployment to other sites across the continental U.S. The aircraft must measure vector winds, temperature, and pressure at high frequency with low uncertainty, and provide real-time, 1-second data on atmospheric carbon dioxide and methane with specified accuracy. It should also support installation and operation of additional chemical measurement instruments supplied by the NOAA Earth System Research Laboratory Chemical Sciences Division (CSD). The contract is an indefinite-delivery, indefinite-quantity (IDIQ) agreement with a base one-year period and four one-year options. Timely responsiveness is critical, with aircraft deployment required within hours for emergency atmospheric release events. Deliverables include electronic, quick-look data within 24 hours after flights. Work must be completed within 30 days of each task order, with flexibility for weather and readiness constraints. The solicitation targets small businesses under NAICS code 541990, and prospective contractors must be registered in the System for Award Management and have a DUNS number. Official solicitation and award dates were planned for mid-2016, and point of contact details are provided for further inquiries.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
