Conestoga Equipment Rehabilitation

Amtrak is seeking a PEARL accredited contractor under solicitation X140-26275 to perform the complete refurbishment of six Eaton 15kv, 5000A doghouse breakers located at the Conestoga Step Up Yard in Pennsylvania. The equipment has experienced corrosion and environmental degradation due to being stored outdoors for approximately ten years. The objective is to return each breaker to a verified, documented, and tested like-new condition that aligns with OEM performance and current PEARL, ANSI, and NETA standards. The scope of work requires the contractor to transport the breakers to their own facility to undergo as-found inspection and testing, mechanical and electrical refurbishment, and final factory acceptance testing. This current phase is a request for Letters of Interest to establish a short list of qualified firms for a subsequent Request for Proposal anticipated in early October 2027. Interested contractors must submit a Statement of Qualifications and Amtrak Contractor Qualification Form 59 by October 2, 2026, to the contracting agent, Vince Horn. To be considered, firms must demonstrate PEARL accreditation, adequate resource capacity, and a ten-year history of successful experience in similar equipment analysis and refurbishment projects, as well as experience coordinating with multiple agencies. Submissions are limited to twenty one-sided typed pages and must include detailed personnel resumes and project history.
